The members of the  West Pokot County assembly service board

 (a) Hon. Katina Robert: The Speaker of the County assembly and chairperson;

(b) Hon. Kalekem Simon Lokanya: The leader of the majority party

(c) Hon David Moiben Longarinyang: The leader of the minority party

(d) Mr. Richard Siree: The fourth Member of the County Assembly Service Board

(e) Mr. Ariwomoi Julius: The Clerk to the County Assembly and the Secretary to the board

Roles of the County Assembly Service Board

The County Assembly service board is responsible for—

(a) Providing services and facilities to ensure the efficient and effective functioning of the County Assembly;


(b) Constituting offices in the County Assembly service, and appointing and supervising office holders;


(c) Preparing annual estimates of expenditure of the County Assembly service and submitting them to the County Assembly for approval, exercising budgetary control over the service;


(d) Undertaking, singly or jointly with other relevant organizations, programmes to promote the ideals of parliamentary democracy; and


(e) Performing other functions—


(i) Necessary for the well-being of the members and staff of the County assembly; or
(ii) Prescribed by national legislation.

 

Roles and Functions of County Assembly

Article 177 of the Constitution provides that there shall be a Deputy Speaker for each County Assembly who shall be elected by that County Assembly in accordance with the Standing Orders.

The Deputy Speaker performs the following duties and responsibilities:-

  1. Article 177 of the Constitution provides that the Deputy Speaker of a County Assembly shall preside over the sitting of that County Assembly in the absence of the Speaker;

  2. The Deputy Speaker, according to Standing Order No. 15, is the Chairperson of Committees of the Whole County Assembly and shall preside over Committees of the Whole County Assembly;

  3. The Deputy Speaker deputizes the Speaker and assists in ensuring the dignity of the Assembly is upheld, its rights and privileges are not abused and generally assists in the interpretation and application of the practices and procedures of Parliament at all times.

 

 

Article 177(1)(d) of the Constitution provides that there shall be a Speaker for the County Assembly who shall be the exofficio elected by the Assembly from among persons who are not members of the assembly.

Roles and Functions of Office of the Speaker of the County Assembly

The Speaker of the County Assembly shall have the following duties and responsibilities:-

  1. Article 178 of the Constitution provides that “at every sitting of a County Assembly the Speaker presides”

  2. The Speaker of the County Assembly shall preside over all debates of the County Assembly and enforces the observance of the Constitution, the Standing Orders, relevant statute and County Assembly traditions, procedures and practices;

  3. The Speaker administers the oath of affirmation or allegiance to Members and issues writs for vacant County Assembly seats;

  4. The Speaker protects the rights of the minority while making sure that the majority have their way;

  5. Organizing the business of the County Assembly as he/she is the Chairman of the County Assembly Business Committee;

  6. Spokesperson of the County Assembly and shall ensure that the dignity of the County Assembly and by extension, County Assembly, is upheld and its rights and privileges are not abused;

  7. The Speaker is the final authority on all matters touching on the interpretation and application of the practice and procedure of County Assembly at all times.

Roles and functions of the Deputy Speaker of the County Assembly

Article 177 of the Constitution provides that there shall be a Deputy Speaker for each County Assembly who shall be elected by that County Assembly in accordance with the Standing Orders.

Majority Leader: Art. 108 of the Constitution provides that “there shall be a leader of the majority party and a leader of the minority party”. The leader of the majority party shall be the person who is the leader in the County Assembly of the largest party or coalition of parties.

Minority Leader: The leader of the minority party shall be the person who is the leader in the County Assembly of the second largest party or coalition of parties.

The Majority Whip and the Minority Whip

Standing Order No. 2 provide for a Member designated by a County Assembly party as its party whip for the purposes of the transaction of business in the County Assembly. In parliamentary traditions and practices, Majority and Minority whips perform the following roles:-

  1. Ensuring that Members of the County Assembly of their respective parties attend to County Assembly business particularly when there is contentious business to be transacted with a view to ensuring that each party’s policy stance/agenda is passed;

  2. Selecting Members from their respective parties to serve in various Committees;

  3. Enforcing party discipline among Members.

The Clerk of the County Assembly is the administrative and procedural head of the County Assembly and oversees the day-to-day operations and affairs of the County Assembly.

The Deputy Clerk

The Deputy Clerk is the second senior-most officer in the County Assembly and the immediate deputy to the Clerk of the County Assembly. The Deputy Clerk deputizes the Clerk in the management of the affairs of the County Assembly.
