Hon. Robert Katina
Hon. Robert Mnang’at Katina was born in 1966 in West Pokot County. He attended Karas Primary School, Ortum High School and Chewoyet High School (all in West Pokot County) and later attended Menengai High school in Nakuru County.
Hon. Katina Holds BA (Hons) Degree in Political Science and Two Post Graduate Degrees in Law from Goa University India. He also holds a Post Graduate Diploma in Law-Kenya School of Law –Nairobi; and Executive Training Programme-(ETP). Hon. Katina was admitted to the Bar as an Advocate of the High Court of Kenya in 2001. He launched Katina and Company Advocates Legal firm for Western and North Rift region, where he served the public until his election as speaker of the West Pokot County Assembly.
Hon. Katina was first appointed to the Constitution of Kenya Review Commission as Coordinator to the Bomas of Kenya Constitution Conference Secretariat. He also served as the assistant Programme officer (Outreach and Mobilization Dept.) and secretary to consensus committee in the Bomas of Kenya Conference Secretariat. He was later appointment to Electoral Commission of Kenya as Legal Framework Trainer in charge of North Rift and an Election officer West Pokot District. He was later redeployed as State Counsel- Litigation Department; State Law Office, before being seconded to the Ministry of State for Public Service's CAMPS -SECRETARIAT-African Union Programme.
Hon. Katina has received several awards. These are inter alia, Certificate of Appreciation by the Hon. Attorney General for exceptional performance at the State Law office in 2009/2010 and Certificate of Commendation by Permanent Secretary, Ministry of State for Public Service (MSPS) for being part of Technical team to Dar Es Salaam-APSD.
He has extensively travelled, benchmarking on matters of leadership and public service delivery. He took part in development of Roles and Responsibilities for Leadership and Management of African Ministers for Public Service Programme (2009).He presented the Kenyan Position on Draft African Charter on Values and Principles of Public Service and Administration in Africa (Maputo-2010). Hon. Katina played a crucial role when he was part of Technical team to ECOWAS/CAMPs workshop held in Abuja, Nigeria where he was specifically assigned to present on Public Sector Anti-Corruption (PSAC) area. He was also a member of Inter-ministerial Committee-African Public Service Conference.
Outside office, Hon. Katina is the Governance and Constitutional Law facilitator, West Pokot County and is very passionate about turning around the image of Pokot People. He was the K-Nice/West Fm-Radio facilitator on Constitution and electoral matters for the year 2012/2013.
